I am sorry that this has been delayed, owing to Sir Robert Robertson having mislaid a letter which I wrote to him on the subject. I have

now spoken to him and find that he "cannot

improve on A/ in my letter".

I am convinced that we ought to support

the plea which the Institute of Chemistry have put forward in very reasonable terms. Formerly, so far as I have gathered from what I have

seen of the Patge: papers of senior men now in

the Service, analytical appointments were usually made on the nomination of some body

such as the Institute of Chemistry or the

Imperial Institute. It was not to be expected

that by such means recruitment would reach a

very high level. Latterly we have cast our

net very much wider and, particularly since.

we have had the assistance of the present

Government Chemist (Sir Robert Robertson)

as technical adviser. Every endeavour has been

made to secure candidates who will become

not merely competent routine analysts but who

have the mental outlook, the capacity and the general education (e.g. knowledge of languages)

to keep abreast of modern advances and to make

contributions to chemical science by under-

taking research, so far as their time allows,

into matters likely to be of value to their

Governments. There is no question that men of

this type are what we want and they are not likely to be attracted if second class passages are

offered. The salary offered over the first few
